Arsenal took the lead in the must-win fixture after Kevin Wimmer headed a Mesut Ozil freekick into his own net just before half time.
Tottenham were awarded a penalty in the second half and Harry Kane, back in the side following a seven-week absence, converted to bring his side level.
Arsenal pressed hard in the closing moments of the game in a desperate attempt to find a winner but the Spurs defence stayed strong.
After the game, Wenger talked about Mark Clattenburg's decision to award Tottenham and penalty and called it "harsh".
He says: "It didn't look a deliberate foul or that he was dangerous to score. Even speaking to some referees, you can give it or not give it.
"As Arsenal manager, I wouldn't have given it."
